This sounds exactly like a problem I had - solved by Tim Jenness:
"The OSX orac-dr distribution was broken. I think there is a problem with the #! line in /star/bin/MessageRelay.pl.
Make sure it says "#!/star/Perl/bin/perl"."
The #! line in my version of MessageRelay.pl originally said starperl - changing it as Tim suggested fixed it.
