An SPM is an image of voxelwise statistics. You can make SPM's of any
set of images. For structural images, in SPM, you could perform
voxel-based morphometry (VBM) which is a map of gray or white matter
statistics at each voxel. Without the BOLD images you cannot perform
an fMRI analysis as you have noted. Look through the SPM manual and
postings on the list for performing structural image analysis (VBM).
