Here is our [well mine :o)] answer to Peter's questions:
At QMU the web team administers the Google Analytics account and make the Analytics stats available to marketing and to the head of units, the Director of marketing and the head of units are responsible for the content of the web site and for the marketing campaigns developed on the top level web pages and in the unit pages, however the web team assists and advises them on the how to best use Google Analytics.
The web team uses the stats to support navigational and structural arguments and to substantiate the progress of the SEO actions currently taking place at QMU, the web team presents these evidences to the Director of marketing or the web working group.
No I don't feel QMU makes the best of the package on offer, the problem starts with some head of units not making the best use of the web site for marketing purposes in the first place, editing the web site is seen by some of them as an added task rather than an opportunity to promote their courses and services.
Also some head of units want numbers but are quite often unwilling to spend the time interpreting them, in this case the Analytics reports become meaningless, this might be due to a lack of business sense or to staffing pressure, if the web team and marketing had more resources it would be easier for them to promote the advantages of Google Analytics.
On a positive note it is possible over time to demonstrate through the use of Google Analytics that the marketing SEO efforts made by marketing are paying dividends where applied.
