I suspect "limited" means mechanically prevented otherwise it would be
classed as a light motorcycle, if indeed you can have an electric
light motorcycle. The regulations description of a category P vehicle
is "Mopeds with an engine capacity not exceeding 50cc and a maximum
design speed not exceeding 50km/h" (50 km/h is just over 30 mph).
