"Publisher" is not included in the list of roles because there is a
publisher relationship element [RDA 21.3] (this is not the same as
the "Name of publisher" element [RDA 2.8.4]). Publisher is not the
only example of this; Creator [RDA 19.2] is also a relationship
element and therefore does not appear in the list of roles. In such
cases, the role is taken to be inherent in the element and is not
repeated in the list. The list of roles [RDA Appendix I] is intended
to provide more specific sub-categories for the relationships that
are defined as elements in Chapters 19-22 of RDA (and that is in fact
how they are set out in Appendix I].
