I think you are referring to the list of questions starting
with "Do you want to use free text?" [1] The idea here is
indeed that these questions be answered not by technical
people but by the "data content specialists". If you are
understanding this to mean the opposite we may need to
explain this more clearly.

Metadata is data, so I do not see a contradiction here, but maybe
we need to look at the wordings more closely.
