My thoughts would be:
Could they get a drop off point at the entrance?
If lifts are provided can they be covered from the elements (time and
H&S)
Regular maintenance and testing of the lifts must be provided.
Steps must still be provided.
The route should be as similar to the main route as possible.
I would be concerned about what happens when the lifts are out of order
?
Are they having trouble getting a compliant ramp or just a ramp ?
Something is better than noting for assisted use when the lifts are not
working.

Hi,
A hospital construction project on the side of a mountain (I kid you
not!) is nearly completed and the plans include steps and a ramp to the
car park some metres above entrance level.
The developers wanted to provides steps only until we explained that
some people could not manage steps and a ramp was required to meet
Building Regs but they are having problems constructing a ramp due to
the terrain and now are suggesting a two-stage lift instead.
My initial reaction was that this could be acceptable as long as the
lift accomodated large wheelchairs and scooters but any comments on the
proposal would be welcome.
