You can have one MON even for two sites, this is not a problem. Please see

Of course, make sure that mysql on MON node allows access to both CEs to
insert parsed accounting data to the db. You can extract the needed grant
commands to be executed in mysql from the appropriate YAIM function, or you
can just configure MON two times: once with the CE variables set to the first
CE, and then set to the second CE.
There are also no problems with multiple CEs and one BDII_site. You can
manually add all elements that are part of your site to the file:
/opt/glite/etc/gip/site-urls.conf
This file should contain addresses of local info systems for CE, SE and MON,
as well as all other elements you may have (WMS, LB, VOMS, etc.). Multiple CEs
are also OK. After changing this file, you may want to restart bdii service on
your BDII_site, to speed things up.
