Does this hospital have an A&E unit? If it does they must have provided
vehicle access to this and how do deliveries get taken into the building? I
am sure they aren't carrying all the deliveries up several metres.
Is it another case of 'does it really matter'? The design should have
considered this from the beginning. It sounds as though the car park
(accessible parking and drop off) are in the wrong location.

If the rise of the proposed ramp was above 2m then a lift should be provided
anyway (Part M 1.26, d).
It should preferably be a passenger lift as opposed to a platform lift and
there should be a covered or enclosed 'porch or lobby in case of inclement
weather.
Evacuation may also be a n issue; if so an evacuation lift should be
considered.

Hi,
A hospital construction project on the side of a
mountain (I kid you not!) is nearly completed and
the plans include steps and a ramp to the car park
some metres above entrance level.
The developers wanted to provides steps only until
we explained that some people could not manage
steps and a ramp was required to meet Building Regs
but they are having problems constructing a ramp
due to the terrain and now are suggesting a
two-stage lift instead.
My initial reaction was that this could be
acceptable as long as the lift accomodated large
wheelchairs and scooters but any comments on the
proposal would be welcome.
