Thanks, Peter, for these reminders and proposals. I think the conference organisers are waiting to see if Andy Burnham accepts the invitation to speak. I'm not sure if there is to be a policy panel in addition to this. But if so I'd support an invitation to Steve Buckley to speak. He also has a book out recently:
Broadcasting, Voice, and Accountability.A Public Interest Approach to Policy, Law, and Regulation Steve Buckley, Kreszentia Duer, Toby Mendel, and Sean O'Siochru With Monroe E. Price and Marc Raboy. Jointly published by University of Michigan Press
http://www.press.umich.edu/titleDetailDesc.do?id=312911
and the World Bank

If for any reason this panel does not happen in 09, perhaps there could be some planning ahead for a panel that will address the issues you raise.
Meanwhile, the Westminster Media Forum have a forthcoming event:The Future of Local Media, 12th December 2008. They're a bit expensive but say they do deals for voluntary sector people.
Best wishes, Sylvia

Dear colleagues
The policy panel idea for Bradford has obviously been on a back burner while we all launched the new academic year - and watched amazed at the meltdown of financial markets and the response of governments to it.
The session at the LSE conference (Sonia, Steve and Patrick Barwise
spoke) was excellent, though I pointed out at the end the need to include local/regional/UK national perspectives in talking of PSB as well as the problem of how to fund the new and growing community radio sector.
The damage done to the free market ideology must surely strengthen the case for PSB. How long before Ofcom gets the message?
In the past, Sonia has heard me praise Ofcom's handling of community radio, but this has been at middle management level. At the top, Ofcom has done nothing (audible) to argue for an increase in the Community Radio Fund (which it administers for DCMS), whose £0.5m, available as pump-priming originally for a handful of community radio stations, is now utterly inadequate for the near 200 on air. In information terms, these are the high street banks that need support as BBC/ITV/commercial radio desert the local scene.
I would like any policy panel at Bradford to include someone speaking up for the community broadcasting sector. If you want an industry point of view, Steve Buckley, President of AMARC (World Association of Community Radio Broadcasters) is an excellent speaker and could make international comparisons. He's based in Sheffield.

As a result of suggestions from the POlicy network, the conference organisers have invited Andy Burnham, the sec of state, to give a Plenary address at the conference - however, this has yet to be confirmed, and it's possible he may not come. Might it be possible for one/some members of this Policy group to step in as 'understudy', should this be the case? Or would this not be feasible?
