James - I know Sebastian well, as used to work at OUCS, however I
think my main concern at the moment is not so much what sort software
we should be using (was assuming we would be using some kind of CMS
system that could be customised to talk to our collections management
system and for the enhanced features we require, and that could be
progamatically extended further if need be ), but with the tendering
process itself and advice about what sort of formal documentation to
prepare for this etc. as previous procurement work I've been involved
with has been on a less formal basis.
