It appears that ROAR froze the status of the Newcastle repository
because it was getting persistent errors from the OAI interface. There
don't seem to be any errors now - although the interactive OAI-PMH
repository validator (http://re.cs.uct.ac.za/) times out because the
repository isn't performing any flow control and provides all its
responses in a single (very large) record. I will check with the ROAR
administrator.

I believe that OpenDOAR do their repository size checks manually.
