notwithstanding Roger's comments, most HER information and requests for
that information would appear to be governed by the Environmental
Information Regulations, not FOI (though this is not absolutely certain,
and could vary on a case by case basis). As such different charging
regimes can be applied.
If you read IFP 2 it goes into this confusing area in some useful
detail, and makes it as clear as it is likely to be without much head
scratching.
The nub, as I understand it, is that HER's can charge, they can define
their own charge, but they should make any chargers clear to users.

You might want to look at the following web-link. It gives gudiance
from the Ministry of Justice on charging fees in relation to Freedom of
Information requests:

(Or you might not, as the guidance states: "£25 is the standard hourly
rate that all authorities must use to calculate the staff costs of
answering requests.")
(I do think that the FOI regime is relevant here; I think it's the case
that any request to a public body for information which they hold is
supposed to be treated a request under FOI, even if the request doesn't
specifically refer to FOI.)
I appreciate that this may not be entirely helpful, but I think it is
important, when thinking about these things, to take full account of the
underlying legal framework for supply of public information.

Hello,
I was just wondering, would anyone mind owning up to what they charge
for things? At the moment we charge £64 + VAT per hour for outputting,
£96 for a half day desk charge and £160 for 1 day. I think the desk
charge prices may be higher than most people's!
