I'm doing my msc on a similar issue, try Sludge (Use in Agriculture) regs 1989 , with accompanying code of practice, and the Safe Sludge Matrix.
You could also contact the treatment company, assuming they are still going, and ask them what their procedure would have been at the time.

We are potentially transfering ownership of part of an allotment

adjacent to and potentially historically part of a former sewage

works. I've been asked to advise re potential contamination issues
