Its a concept originally from phenomenological sociology (lebenswelt) 
where (as I understand it) it describes that informal unmediated field 
of human relations from which we learn rules, norms, structures of 
feeling, how to be social beings etc.   It is seen as the source of our 
social being and of our ethical sense.  Habermas uses the concept in 
contrast to the State (or system) on the one hand and the economy-market 
on the other.  Both these are systems for ordering human relations that 
substitute for the felt and lived resources of the lifeworld.   Habermas 
sees many of our social ills as coming from the colonisation of the 
lifeworlds by these two 'steering media' - i.e. more and more of the 
lifeworld becomes coordinated through economic and governmental controls 
or mediations.  This is what the pamphlet seems to be partly aiming at.
I suppose I made the point because it is a little frustrating to see a 
concept introduced as a new one without reference to a conceptual 
resource that already explains these phenomena with a degree of richness 
from the rather simplistic  and perhaps glib account that you tend to 
get in think tank outputs like this NEF one.
However, there is a danger that the co-production idea can simply be 
used ideologically to legitimate the further dismantling of the welfare 
state.  Difficult for many of us because we see its many problems 
(colonisation of the lifeworld being one - also described in similar 
ways by Polanyi in the 1940s in opposition to liberal writers like 
Hayek) while also wanting to protect what is good and essential in it.  
How do we promote inclusive and empowering ways of delivering social 
justice and social and economic benefit without at the same time giving 
ammunition to those that would destroy the gains of the labour and 
progressive movement?  Maybe co-production is a concept that can help us 
with that as a way of steering between bureaucratic, paternalistic 
statism on the one hand and free market consumerism on the other - but 
I'm not sure it is quite up to it.
