Similar here, though we do get staff to sign for them with a clause saying the value may be claimed back from them therefore they should insure themselves.
I'm not aware this has ever happened to existing staff, or if we have ever been successful in getting anything back from leavers.
We're simply trying to avoid buying them now.

Our institution covers the loss. Although our Finance people tell me we
have a very good insurance deal (arranged through a consortium, I
think), we usually take the hit with lost laptops, a the value can be
below the excess, or simply not worth the effort.
