Same here... sadly, I'm never allowed to claim on the insurance for lost/stolen/damaged laptops, I'm told the premium increase would not make it worth while. As a result, we've had to take the hit on the IT budget.
I would love staff to take the responsibility for covering laptops themselves... let me know if you find a way to enforce this.

Our institution covers the loss. Although our Finance people tell me
we have a very good insurance deal (arranged through a consortium, I
think), we usually take the hit with lost laptops, a the value can be
below the excess, or simply not worth the effort.
