Very true Yvonne, a good point that a couple of other people have also made to me.
What I'm working towards is trying to keep all IT purchasing and strategic decision-making central, but simply invoicing the relevant cost centres/depts for hardware so that each department is forced to control their demands on IT resources. Hopefully that would grant the best of both worlds.

The downside of this model is the loss of control over the hardware purchased. One risks having to support every flavour of laptop and PC on the market, and also that purchasing decisions will be made on the basis of want rather than need.

Have been suggesting that for the last 2 years! The separate cost centre model like that works well in most enterprises, as it forces the users to count the cost of their own hardware.

One idea for the future is to devolve end user IT budgets and sourcing of end user equipment to user departments - this is the direction I am trying to point our college - the cost of laptops and desktops is coming down do much anyway

I used to get very annoyed by the budget hit, but now, I build it in to our TCO calculations. If staff understand that loss and damage affects the number and specification of laptops, perhaps they will have a vested interest in keeping it down.
