*COP-15 Lead-in Meeting, Copenhagen 10-12 March 2009*
We have been asked to organize a major session with the theme of
‘Climate Change: Equity between Nations and Regions’ for the upcoming
Copenhagen science congress on Climate Change: Global Risks, Challenges
and Decisions, which will be held from 10-12 March, 2009 (see
http://climatecongress.ku.dk/) <http://climatecongress.ku.dk/%29>. This
session falls under the broader theme of *Sharing the Burdens and
Opportunities: Equity Issues.*
We hope you will consider submitting a paper or poster, but for now all
we need is an abstract. We are seeking two types of contributions for
two sub-sessions.
First, we are looking for *broad characterizations of the inequities
involved in adapting to climate change* such as how vulnerability and
adaptation interact with national poverty, regional imbalances in
adaptive capacity, adaptation in the context of national colonial
histories, and the ethics of imposing the adaptation burden in an
already unequal world. The session will ideally also reflect upon
opportunities and barriers that might either enhance or frustrate
sustainable development and resilience-building efforts.
Second, we would like a focused *discussion of proposals and practice
for funding climate adaptation and mitigation*. Several different
models have been proposed to include equity issues in their frameworks
for who should pay for and who should receive climate aid, including
consideration of a nation’s emissions responsibility and capability to
pay. How should the allocation of adaptation funding incorporate
national issues such as governance, transparency and effectiveness of
governments in such efforts? Confidence the effectiveness of adaptation
funding requires attention to how it is governed, tracked, and distributed.
The scientific conference in March, held in Copenhagen, will lead up to
the COP-15 in Copenhagen in late 2009. The main aim of the Copenhagen
science congress is to provide a synthesis of existing and emerging
scientific knowledge necessary in order to make intelligent societal
decisions concerning application of mitigation and adaptation strategies
in response to climate change. The congress aims to identify and
synthesize the science, technology and policy advances required in order
to ensure sustainability of global communities in the current and coming
decades.
The findings of the congress will be supplementary to the work of the
Intergovernmental Panel on Climate Change (IPCC). The congress will also
provide a summary of existing scientific knowledge two years after the
last IPCC report. The intention is to also try and ensure that
contributions, where suitable, are published in a possible special journal.
Abstracts describing original research into topics relevant to the
themes being treated at the Congress are invited. GUIDELINES FOR
SUBMISSION OF ABSTRACTS are available on the conference website
(http://climatecongress.ku.dk/). Abstracts can only be submitted
on-line, and must be submitted no later than 1 NOVEMBER 2008.
