I doubt that any checklist could cover anything but the basics. The
complex/conflicting issues which might potentially need considering when
making listed buildings, monuments etc accessible can only really be
assessed and evaluated by a qualified access consultant together with the
engagement of all parties concerned including disabled people, access groups
etc.
