I have done a lot of work in Australia on remote area mines.
There is a piece of equipment in use there called a pupilometer. It measures pupil reaction times and can indicate an impairment. Obviously it doesn't differentiate between drugs, alcohol, stress etc. I seem to remember that it is also used by police in some states in America.
There is another one which involves using a mouse or trackball to keep the cursor on a screen on a target. The more closely you are able to follow the target the better the score and therefore the less impairment.
