Hello. Spain has signed and ratified both the Convention and Optional
Protocol on 3-dec-2007.
As the same in Malta, a group composed by governmental and academic experts
and also experts from the National Council on Disability and the Spanish
Independent Living Forum has been set up to study the future changes on
national and authonomic legislation.

Malta signed the UNCRPD and optional Protocol and is in the process of
making the necessary changes to local legislation, including electoral laws
and practices which will put it in a position to ratify.
To facilitate the process government has set up a high-level
inter-ministerial committee to identify changes and put forward its
recommendations. The committee is chaired by the Permanent Secretary of the
Ministry for Social Policy and includes officials from the Ministries of
Foreign Affairs and Finance, as well as a lawyer from the Attorney-General's
office and a representative from the Office of the Prime Minister.
The insider voice of disability is represented through myself, as deputy
chair of the committee (I have a mobility impairment) and our Executive
Director (the parent of a Deaf adult), as well as a disabled lawyer
representing the Federation of Maltese Organisations Persons with
Disability.
