1. MMC Update
The Department of Health's Modernising Medical
Careers (MMC) team has published a revised guide to postgraduate training
(the Gold Guide) for specialty trainees starting new training programmes on
or after 6 August 2008. The guide now incorporates a supplement applicable
to doctors in core training. The UK Foundation Programme Office has also
released details on recruitment to foundation training programmes starting
in 2009. Applications will be accepted online between 27 October and 7
November 2008 and employers can expect details of new starters from mid

2. Planning the future for medical training - the
employers' perspective
Following two successful workshops in Manchester last
week, there are still a few places left at these NHS Employers workshops to
be held in Birmingham and London, which provide an opportunity for employers
to help shape the future for postgraduate medical training. These free
half-day workshops will give HR directors, medical directors and senior HR,
medical staffing and operational managers the chance to discuss employers'
requirements for postgraduate medical training to meet future service needs.
The workshops will include an update from the MMC team on options and plans
for 2009 and provide a forum to share your views and experiences. The
workshops are taking place on 24 July in Birmingham and 29 July in London.

3. Making sense of the new immigration rules: the
points-based system
To support employers with the implementation of the new
immigration points-based system (PBS), NHS Employers is delivering two
half-day seminars in partnership with the UK Border Agency. The seminars, on
2 September in London and 16 September in Leeds, will provide an overview of
the new entry routes, the sponsorship licence system and the new roles and
obligations for employers. Visit our event webpages to book your place.

4. Pay review evidence - 2009/10
NHS Employers is submitting evidence on behalf of NHS
organisations to the pay review bodies for 2009/10. We need your help to
ensure that we have strong evidence, based on up-to-date information, which
represents employers' current views. To help us do this, we are asking
organisations to complete a brief questionnaire that covers the main areas,
by 11 August 2008. For more details see our pay review webpages. For any

5. New version of e-KSF now available
The e-KSF is a tool designed to help employers implement
and manage the Knowledge and Skills Framework (KSF). A new version of the
e-KSF has just been released, which makes improvements to existing
processes, such as the collection and submission of monitoring information.
Workforce information graphs will help managers answer questions such as
does the knowledge and skill mix of our workforce reflect our organisational
strategy and what are our biggest competence strengths and gaps. More

6. Equal pay claims - reminder
Boards are reminded that the strategy relating to equal
pay claims sets out that they should not be settled until legal principles
are clarified. In the meantime, it is important to ensure that employment
records are up to date and historically accurate. More information can be

7. Extraordinary 60th celebrations go online
More than 230 trusts have been taking part in NHS
Employers' 'Extraordinary' campaign, celebrating 60 years of the NHS. Having
had a great response to the campaign, we are now working to ensure that
messages from patients, staff, visitors and friends are shared nationally.
We've launched a dedicated website at www.nhs60th.org.uk for you to share
photos of celebrations and upload images and stories about the extraordinary
people in your trust. It's quick and easy to use and a great way to keep
everyone involved. Over the coming weeks, you will be able to see what
celebrities, politicians, patients, staff and the public have been saying
about why they're proud of the NHS in the online postcard gallery as
completed postcards from celebrations across the country are sent back to
us.

8. Healthcare Commission publishes second maternity
services review
The Healthcare Commission's published its second report
into all NHS maternity units in England last week. NHS Employers' summit
meeting on 14 October 2008, in partnership with the Royal College of
Midwives and the Department of Health, will address the key issues in the
report such as skill mix, clinical leadership and supervision, commissioning
and planning the maternity workforce. More details will be available soon.
9. Consultant contract: sharing the benefits
Taking place on 8 October in London, this event is part of
the consultant contract work programme, managed by the large scale workforce
change (LSWC) team. The LSWC team works with NHS organisations to deliver
solutions to workforce problems, and help build capacity and increase
productivity. The conference aims to share positive examples of how the
consultant contract has been used as an effective tool to deliver benefits
for trusts, patients and consultants. Find out more and book your place on

11. Chair role - NHS Staff Council
We are looking to appoint a new chair of the employer
representatives on the NHS Staff Council and its executive committee, when
the existing postholder retires this autumn. The national Council has
overall responsibility for the Agenda for Change pay system and related
NHS-wide terms and conditions, including negotiations with the national

12. European ethical code of conduct on recruitment
and retention
The European Hospital and Healthcare Employers'
Association (HOSPEEM) and The European Federation of Public Service Unions
(EPSU) recently launched a code of conduct on ethical cross-border
recruitment and retention in the European hospital sector. Through the code
of conduct, the European Hospital Sector Social Partners aim to promote
ethical recruitment practices at European, national, regional and local
level. NHS Employers, through membership of HOSPEEM, was involved in the
European level discussions and in the drafting of the code. For further

13. NHS Employers European Workforce Forum seeks new
members
The NHS Employers European Workforce Forum meets three
times a year and updates members on the latest European employment proposals
and how they may impact on the NHS. The Forum also offers the opportunity
for members to give their views to The European Commission on the proposals
in order to help influence the Commission's thinking. The upcoming meeting
of the Forum will discuss a wide range of workforce issues including recent
developments in relation to the Working Time Directive and the potential
Directive on the Working Conditions of Temporary Workers, as well as the
Commission's proposals on cross-border healthcare. If you are interested in

14. Industrial action this week
Employers are reminded that local government staff are due
to take industrial action on 16 and 17 July, in pursuit of their pay claim.
This may have implications for the smooth running of NHS, in particular,
jointly-run services which employers will need to address. In addition,
Unite members in the NHS are planning a national day of protest on Friday 18
July over the NHS three-year pay deal.
15. Representing you
Last week, NHS Employers attended two social partnership
forums at South Central Strategic Health Authority (SHA) and at the East of
England SHA. We held a UK board meeting and attended the National
Stakeholder Forum, chaired by the secretary of state for health, Alan
Johnson MP. We also attended a Social Partnership Forum workshop examining
the future role of partnership working at national, regional and local
level.

PMETB: The content and outcomes of postgraduate
medical education and training in the UK
As part of its Future Doctors review, the
Postgraduate Medical Education and Training Board (PMETB) is seeking the
views of employers on their perception of the content and delivery of
specialty medical training. Further details and the questionnaire are
available from the PMETB website. Deadline for responses is 18 July 2008.
NHS Next Stage Review briefings
The NHS Confederation has published two briefings
for members: High-quality care for all which sets out the main points of
health minister Professor Lord Darzi's NHS Next Stage Review report, and The
NHS Constitution, which outlines the key points in the Government's NHS
constitution consultation. Both are available in the publications section of
the NHS Confederation website.

difference, a guide to service improvement in NHS equality and diversity in
