I was mistakenly rushing ahead. I was thinking that publishing the
requirements document was a prelude to a call for proposals for a
system. But you are suggesting below that it is input into the
development process at MIMAS where the system will be built.
So, my question didn't make sense in the way posed. And not for the
first time .... ;-)

We're developing a prototype at Mimas that will meet these
specifications.
The project was commissioned by the JISC, firstly to gather requirements
for
a name authority service for digital repositories and then to "pilot a
solution exploring benefits and issues" (1). Where any service that may
evolve from this work might run is one of the things that is yet to be
determined.
