The threshold is set BEFORE running TBSS_FILL
Basically from what I can tell the TBSS_FILE routine just applies a
smoothing kernel to the "thin" TBSS tract to make it prettier/bigger
so the numbers in the FILLED image don't really mean anything in terms
of threshold
