Its hardly acceptable for official guidance to be just "replaced" by some
research published by (no offense) an ad-hoc collection of interested parties
with no statutory authority. If the CIEH/CLAIRE/SAGTA stats paper is to
replace CLR07 Annex 1 we need to be told this is so by someone at the sharp
end, otherwise it has questionable standing, especially when consultants get
into "my best practice is better than yours" style arguements with each other
