Trust me, I wrote it!
If you look on p81 of the report it states:
"... a low-rise residential development is considered to be a
non-flat/apartment development consisting of one to three storeys in
height. The Revised Wilson and Card Classification should be used for a
residential development comprising flats/apartments."
Don't forge the other caveats that go along with the generic values:
1.) There has to be a minimum sub-floor void height of 0.15m (as
Approved Document C states);
2.) The ventilation rate within the sub-floor void must be subject to a
complete volume change every 24 hours; and
3.) The building footprint is 64m2.
If any of the above are deviated from then the assessor should calculate
their own, site-specific Traffic Lights values. See Appendix F for
further details on this.

I've been asked what constitutes low-rise housing in regard to NHBC's
soil gas assessment methodology. I can't see anywhere in the document
that defines low-rise but intuitively a 2-storey house would qualify,
but what about 3 storey town houses or loft conversions.
