I don't know for sure, and I'm not an expert, but I have taught on PhD
programs in British and American universities. My guess would be that
it would be difficult. American PhD programs tend to put more
emphasis on courses, and slightly less emphasis than the dissertation,
than European universities. In the US, for examplel, people sometimes
describe their PhD progress as ABD - all but dissertation - people
don't say that in Europe, 'cos the dissertation is almost all there
is.
But there are arrangements in place to allow transfers, sometimes. In
addition, some universities have formed groups - like the Global
University Alliance (there are others, but I forget the names), to
work together on some things. Maybe it would be easier if you found a
US institution who was teamed up with your institution already, it
might be easier.
