My response is shorter still, and differs from all the discussion so far
(which I have followed and with which I largely agree in relation to PSB
interpreted as television). Below are my points:

6i Yes
6ii Very important. The local level has never been properly served by
television in the analogue era, and, as far as present plans for DSO are
concerned, will not be in the future. Where radio is concerned, community
radio has a vital role to play, the more so as BBC and commercial radio
are increasingly cutting back on their local provision.
6iii Local television and community radio have an important role, see 6ii

6iv Yes
7iii It is important to ensure continuity of BBC and C4's mission, but
Model 3 also provides the possibility for funding community radio and
local television through long term funding agreements, NOT competitive,
but ring-fenced for periods equivalent to the BBC's licence. The current
£0.5m to support over 150 community radio stations is derisory. The social
gain delivered by community radio, well proven by numerous reports (DCMS,
European Parliament's Cultre & Education Committee, Council of Europe,
UNESCO) needs support from a range of Government departmental budgets
beyond simply the DCMS, since this sector is achieving goals that are part
of the mission of those other departments (health, education, social
cohesion, regeneration etc). It would therefore be necessary for the PSB
source of funding for community radio to be supplemented by contributions
from other such budgets and admininstered through an inter-departmental
committee.
Comments: Broadcasting includes radio which is often overlooked in policy
debates. Ofcom's own 'Future of Radio' document acknolwdges the important
role radio has to play and that community radio is a form of public
service broadcasting
