library which stocks Masters-level linguistics
books/articles in Dutch in the London/home counties area?

CILT, the National Centre for Languages. Although not in Dutch, our
resources library does have a very good linguistics collection, of both
books and journals. We are located in London, near Waterloo station. It
is a reference library and is open to the public Monday to Friday 10.30-
17.00.

The Copac library catalogue will give you access to details of the
holdings of many academic, national, and special libraries - a number of
which are in the London area. Doing some Copac searches for materials in
the relevant field would help you identify libraries likely to have good
coverage of the subject area.

UCL is a pretty clear choice.
But at the level you indicate, and above, Dutch linguists
tend to publish in English (Flemish linguists somewhat
less).
