There is lots on this issue in Florida and California. Look up Santa Monica beaches and accessibility.

Does the very existence of a 'seafront manager' not demonstrate that the
council is providing a service, in which case there would be a requirement
to make reasonable adjustment?

I asked the seafront manager in brighton whether she thought that I had a
right to access the beach and sea. She said that she didn't know about
having the right but she was going to do everything she coulld help. I
thanked her for her generousity and zoomed back home to google the issue.
I've found the case Botta v Italy (1988)who attempted to use the human
rights act but nothing about a councils obligations under the DDA.
Any pointers or thoughts appreciated.
