Thanks for all the helpful responses. I guess a legal test case would be necessary, like the Olympics website one.
Our Disability Equality Scheme update for 2007/2008:

says (on page 8):
"Disability Statement (Student)
"... All college documentation can be converted to other formats on request."
Ironically, the original Disability Equality Scheme wasn't published because it was itself inaccessible.
My feeling is that, as a College, we've actually lost ground since the SENDA/DDA legislation was well covered here and I went to several internal and external workshops and presentations; I wondered if others were having similar practical problems, and if there were solutions.
