* Call for Proposals *
The Transatlantic Academy is seeking candidates to serve as resident Fellows. A joint project of the German Marshall Fund of the United States, ZEIT-Stiftung Ebelin und Gerd Bucerius, the Robert Bosch Stiftung and the Harry and Lynde Bradley Foundation, the Transatlantic Academy is located at the German Marshall Fund of the United States in Washington DC. The academy brings together scholars from Europe and North America to work on a single set of issues facing the transatlantic community. The academy is an interdisciplinary institution which is open to all social science disciplines. Fellows will be resident for ten months beginning in October 2009. The academy welcomes applications from scholars working on the theme of *Turkey and Its Neighbors: Implications for the Transatlantic Relationship.*
* Background *
The future of Turkey is central to the shape of the transatlantic relationship in the Twenty First Century. Turkey's western vocation has been shaken by growing enlargement fatigue in some of the member states of the European Union and by the split in NATO over the Iraq war. The U.S.-Turkish relationship has moved in a cyclical pattern from periods of strategic convergence to periods of friction and crisis. It has clearly been in a period of friction and change in the past few years. The most recent of GMF's Transatlantic Trends survey found that the Turkish public has felt increasingly isolated from both the United States and the EU.
Turkey's future and its relationship with Europe and North America is very much in play and the choices it makes will have major consequences fortransatlantic relations. The role Turkey will play in its immediate neighborhood will be of central interest to western policy makers and the position of the west in this crucial and volatile region.
* Research Themes *
The Transatlantic Academy is calling for proposals from scholars who will spend the ten month resident fellowship working on one of the following suggested themes related to the broader research theme. The suggested themes should not be viewed as exclusive of other related themes.
a.. Turkey and the Broader Middle East: Topics include the foreign policy options facing Turkey in postwar Iraq, the linkage between policy on Iraq and the Kurdish issue, Turkey's relationship with Iran, Israel and Syria, Turkish policies on non proliferation of WMD and the new role of Turkey as a "civil" power and intermediary in an inter-civilizational dialogue
b.. Turkey and the Future of Western Energy Security: Topics will include implications of Turkey's role as a transit route for gas and oil pipeline routes, as well as its dependence on Russian, Iranian and other foreign sources, and the implications for transatlantic relations. Topics concerning Turkey and the geopolitics of water will also be considered.
c.. Turkey, Russia and the West: Topics which look at how Russian-Turkishrelations are being shaped by energy, instability in the region and possible Turkish estrangement from the west as well as implications for NATO and the EU.
d.. The Geopolitics of the Black Sea and the Caucasus: Topics will include the strategic role of Turkey in the Black Sea, its maritime presence and strategy and its links to energy security.
e.. Turkey's Economic Role in the Region: Topics will include the impact of trade and investment in the region and the role of the Turkish private sector in the region and in shaping Turkey's policies;
The Domestic Drivers of Turkish Foreign Policy: Topic will include analyses of the changing Turkish political and strategic culture and the impact of socio-economic change on Turkish foreign policy; the formulation of Turkish foreign policy to include the changing role of government institutions and political parties, the media, the private sector and other actors: the role of new elites and the impact of social change, including secularism and religion, changing gender roles and other factors.
f.. U.S. and European Approaches to Turkey and the Region: Topics will include the changing transatlantic stake and strategies in the region and the shaping of U.S. and European approaches (at both the national and EU levels), the factors shaping western policies and future possible regional scenarios.
* Eligibility *
A minimum of four senior and two junior scholars, three from Europe (including Turkey) and three from North America, will work in a collaborative environment. Applicants for senior fellowships must have a Ph.D and have professional experience equivalent to that of an Associate Professor. Junior fellowship applicants must be either Ph.D candidates in the dissertation writing stage or have received a Ph.D within the last two years.
Fellows will be expected to present their own research and to react to the work of their colleagues on a regular basis. They will also be expected to discuss their research with policy makers, non governmental organizations and other policy oriented institutions, both in the United States and Europe. Each Fellow will produce a paper which will be published by the academy.
