Scottish Government Secondment Opportunity
Sustainable Transport Team, Transport Directorate
Applications are invited from people working in the member organisations
of COSLA, Environment Link, TRANSform Scotland and Scottish universities
and colleges to fill a secondment position in the Scottish Government.
This secondment, in the Sustainable Transport Team in Transport
Directorate, offers an excellent opportunity to lead a high profile multi-
partner project that will result in more sustainable travel in a number of
local authorities across Scotland.
While in the post, the successful candidate will have significant
prospects to increase their project management and communication skills,
as well as acquiring valuable knowledge of sustainable transport policy in
central government.
The secondment will be for a 12 month period based at Victoria Quay,
Leith, Edinburgh. The post will require travel around Scotland regularly,
and occasionally further afield. The post is full time. However, we will
consider applications for part time (minimum 30 hours).
Main duties
The successful candidate will be responsible for the project and financial
management of Smarter Choices, Smarter Places (sustainable travel
demonstration communities) on behalf of the Scottish Government and
COSLA. This will include policy and contractual management for Smarter
Choices, Smarter Places as well as Ministerial support and advice. A
second strand of the post will be the coordination and development of
Transport and Climate Change policy – working alongside other members of
the sustainable transport team and officials in other areas of the
Scottish Government.
Skills, knowledge, experience and qualifications required
The successful candidate must have:
• proven project and financial management skills
• excellent communication and presentation skills – both oral and
written
• be a self starter, and able to work successfully in a broad team
environment
• good IT skills including use of Microsoft Office, Word and Excel
or Microsoft Project
• a relevant tertiary qualification (eg, planning, environment,
transport, climate change, communications, sustainable development)
• a reasonable understanding of sustainable development or
sustainable transport policy in Scotland.
Remuneration and conditions of secondment
Salary will be in the range £21,292- 28,520.
The successful candidate will continue to be paid by their employer and
will remain an employee of their organisation during the period of
secondment. The employer (donor) organisation will be expected to invoice
the Scottish Government Directorate representative on a quarterly basis to
recover salary and on costs during the secondment period.
Sustainable Transport Team
The Sustainable Transport Team has responsibility for active
travel, ‘Smarter Choices’, alternative fuels and cleaner vehicles. The
team aims to increase the proportion of active travel in Scotland, and
reduce transport emissions (cars). Currently with five members, the team
works closely with a number of partner organisations including Regional
Transport Partnerships, Local Authorities, Cycling Scotland, Sustrans,
Energy Savings Trust, Paths for All, Living Streets, COSLA, Scottish
Enterprise, and TRANSform Scotland. Team members work together on a range
of projects and speak regularly at conferences, workshops and seminars.
