County Councils were formed in 1889: see
http://en.wikipedia.org/wiki/County_Council. Their administrative functions
were mostly performed previously by the Magistrates in Quarter Sessions.
For completeness:
Parish councils took over the functions of vestries in 1894. At the same
time, District Councils took over the functions of Unions (for Poor Law) and
of Highways Boards (for roads), also of Rural and Urban Sanitary
