2 answers (assuming your just talking about Monuments?)
one would be - what does MIDAS say are mandatory fields?
But - I would argue the toss about some of those, as (and I may have misunderstood MIDAS) some things not apparently in there as mandatory I think should be, and others which are Mandatory, I think should not be. This is based on memory of what MIDAS II is gonna do, so would need to double check for examples if your bothered about that.

My absolute bare minimum would be (bearing in mind I use HBSMR)
UID
Monument Type (from Thesaurus)
Date (start and End)
NGR/GIS mapping
Cross ref to the Source
There would be no point even attempting to create any sort of record unless I had all the above or could work them out.
The actual useful bare minimum without which I wouldn't currently validate a record would be
UID
Name - though here the name is more like a summary. I disagree with MIDAS about creating names for sites, and we use the (apparent) Scheduled Monument naming formula for new sites (eg R&F 200 metres north of Obvious Map Feature)
Monument Type (from Thesaurus)
Date (start and End)
NGR/GIS mapping
Cross ref to the Source
Evidence Type - from Thesaurus
Parish
Cross reference to an Event Record (not always possible, but vital if the info comes from a fieldwork report)
Note: This doesn't include a description. Here the baseline is still very much an index record, and a description I view as a step above just indexing.
This may all change as we are starting on a program to produce manuals etc which means I will have to discuss this and agree it with colleagues in more detail, but that's my working standard at the moment.
