With regard to the exemption, I was thinking about internally within
an organisation prior to any external report rather than as applied by
an investigative agency.
S.36 arose for me because after downloading material under s.33 and
considering purpose and use as I perused and cogitated for directly
relevant portions I realised I was also mentally using the data for a
different domestic purpose. I perceived the s.36 purpose probably also
applied as personal security risks became apparent while reading.
Normally personal time management and perceived risk/benefit are what
determine reading material so I would not normally have realised those
risks as the media cover what they consider is of use or interest, or
receive recompense for, which is interesting in itself. (As an aside
for the research to be academically sound I suppose I will have to
download that document in the original language and obtain a different
translation to compare the differing versions around the privacy points
arising, otherwise any bias or deliberate focus applied within the
original document and lost in a single translation would taint the
results. The on-line translation services may not be perfect but will
variously serve for me in that context.) If I was aware of where the
copy used by the researcher was translated, I could use FOI to obtain
that from the Nottinghamshire police to use as there may already have
been some level of academic measure applied.
From the responses and recognising that organisational structure and
purpose do provide for policies and procedures to guide people in their
work and provide focus, I gained a very strong suspicion that s.31, s32
s.35 and many others will also apply. Having thought further about it
yesterday whilst travelling I see it as certain many legal people,
politicians, religious leaders and philosophers as well as those
conducting various risk assessments will necessarily have downloaded
forms of this document to properly experience the raw information, so
exemptions for those fields probably also apply; But remaining external
to any organisation or particular lean in those fields many of the
reasons which facilitate the use of some of those purposes and hence
exemptions would not be available to me. It does seem puzzling why more
people have not been arrested and detained whilst investigations were
conducted for possession of this material, perhaps like me they used an
anonymising service to obtain their copies. Anyway being a
quintessential white male from a particular background I do not suppose
the risk factors rise much in my case, with my open discussion most
likely being broadly seen and directly interpreted by peoples own
background, perceptions and chosen perspectives.
I was asked for some links to the media coverage. Searching google for
"Nottingham University" +Al +Qaeda reveals many, some of which I
provide below. A search of the local ITV and BBC web sites for this
last week should reveal their news coverage and news video links to the
student demonstration. The more recent media coverage focuses on the
proposed deportation of one of the researchers for anomolies in his
immigration documents, reportedly obtained 13 years ago, and for which
he was detained after he and his colleagues were released; Like most
espoused viewpoints the media clearly try and sell particular
perspectives (interesting in themselves) so for those with a purely
focused academic interest there has been some discussion across the
usual levels on the lists.
