> The Higher Education Funding Council for England (HEFCE) is responsible for distributing over £7 billion each year to universities and colleges in England, including over £1.4 billion for research. Our mission is to promote and fund high-quality, cost-effective teaching and research, meeting the diverse needs of students, the economy and society. The Analytical Services Group (ASG) of HEFCE provides data processing and analytical services to HEFCE and other stakeholders. The ASG numbers nearly 30 specialist staff with a strong background in quantitative analysis, operational research, statistics, mathematics and information technology. ASG use SAS for most of their data processing and analysis. Experience of this software is not required, but the applicants for these posts should be able and willing to learn this and other programming languages and software.

> The data and management information team is responsible for managing ASG> '> s data and related work including providing analyses for management and audit purposes, at institutional, regional and national levels. The team is also responsible for technical support for the Teaching Quality Information project including the National Student Survey, and providing data to support the equality policy. In addition to this the team also allocates and monitors funds to support student> '> s access to higher education. The successful applicant will help develop, maintain and operate data and information systems to support HEFCE> '> s policies and processes. The outputs will include advice, documentation, notes and internal memos relating to specific questions; internal briefings, presentations and published reports for the wider HE community, government and the wider public.

> [Post 2] Analyst: Research funding team (£21,633-£28,807)
> In future, a key part of HEFCE> '> s funding model for research will be based on bibliometric indicators. In this role you will have a key role in developing in-house capabilities and expertise on using citation analysis for research assessment and funding. Working with external consultants, and with other members of the ASG, the successful applicant will support our internal work on bibliometric indices, and the databases underlying them. They will develop an in-depth knowledge of the underlying data, and the construction of indices from it. They will gain experience in the processes required to produce the bibliometric indicators that can be incorporated into HEFCE> '> s main research funding model in future years. The role will be specialised, challenging and immensely rewarding.

> [Post 3] Analyst: Quantitative analysis for policy team (£30,742-£35,353)
> Working within ASG, the > '> Quantitative Analysis for Policy> '> team (normally six staff) focus on providing quantitative analysis for policy development, and advice and support to colleagues commissioning research. Examples of questions addressed include: how is participation in higher education changing, are there biases in the admissions process, is the academic labour force approaching a > '> demographic cliff> '> , does working to earn money during term-time affect students> '> academic achievement? The main tasks for the successful applicant will be to create, develop and maintain capacity to generate new knowledge about UK HE by deploying a combination of data processing, statistical analysis and systems modelling, and existing knowledge and expertise from the HE community. In addition, s/he will be expected to help clarify policy questions, plan the analysis that is needed, and to communicate results and findings through written reports and presentations.>
