I assume that you have put in your own objection to the planning
application. If this is done by a local group, it may carry more weight.
Separate objections from several groups will be even better, but they should
not be identical to each other.
Have you considered asking English Heritage to spot-list the building? In
order to persuade them, it would be desirable to demonstrate that it is an
unusual survival.
My own view is that the best means of preserving historic buildings that
have lost their original function is for them to be converted to another
use, which is often housing. Nevertheless, it is desirable that the
alterations made should be reversible, in case it is ever desired to restore
the building as a museum. This in turn means that demolition and rebuilding
should not be allowed, as should the removal of internal walls.

Subject: Luckett Miners Barracks - help
Dear List members,
I
hope you may be able to help about this –
Many
of you were very kind indeed some months ago when I put out a request for
information about any surviving Mine Barracks or Lodgings.
I
put together the information you sent (either via the list or to me
directly),
evolved a picture of what survives, and would now like to share some of the
results.
I
was particularly concerned about the possibility of losing the barracks at
Luckett (New Great Consols Mine, in the Tamar Valley, East Cornwall) and the
Cornwall Buildings Preservation Trust was keen to buy the building from the
owners, to be restored as it was and then used in conjunction with the Tamar
Valley AONB Service for educational and community things, linked to the mine
site etc, which would have been great.
However,
before they managed to firm up the agreement, the owners were anxious enough
about it physically to put it up for auction.
The
project described above would still be the ideal outcome for the building.
But
very sadly, there is now an application to basically rebuild it as two
houses,
about to be decided by North Cornwall District Council on 22nd
April, and the current recommendation is approval.

Former Miners Barracks, Pellow, Luckett - renovation &
subdivision of existing building to 2 residential units.
If you wanted to write in support of the County
Archaeologists’ request for a deferment until an archaeological assessment
is
undertaken, e-mails (application no 2008 / 00374) should be sent urgently to
the Planning Officer at North Cornwall District, and copied to Development
Control and the Conservation Officer:

If you wanted to look at the District Council's web-page for more details
of the current recommendations etc, paste the following into your search
engine
or Google -
http://www.ncdc.gov.uk/index.cfm?articleid=27516
- then choose 'Applications for Consideration' at the right of the
screen, and on it go down to item 18, on page 48.
Due to the intention to re-align the central stone partition, the adjoining
original floors in the upper end which hang off it, along with the original
wood partition wall and stair dependant on them – though all complete and
totally solid – seem to be very likely to go, and with them the external
upper
walls and the roof too. This would mean almost all of the original may well
be
demolished and it’s very unlikely that their rebuilt versions would bear
much
relation to the original very natty construction.
I’m
sorry about the short notice, but thought you would want to know !
For
any NAMHO members who came on the walk along the Luckett valley last
summer, you may remember it clearly, dominating the village street just
uphill
from where we had our pasty lunch
This link will take you to several documents on the
Parish web-site which tell you more about this building, its historical
context, what it was like to stay in one, photos of the most similar
examples
(existing and gone), including those protected by listing.
The
job of pasting it all up may still be in progress, but the first photos etc
are
there now – do have a look at the fourth in the list.

Thankyou
all very much again, and the next thing I’ll aim to add will be all the
collated results, including photos of those from Europe
Meanwhile,
hope you can help !
Caroline
