First of all, thanks for your reply.
If spacemanager is enabled as you suggested in our case it seems like, then
could you please suggest me the way to disable it? As we haven't performed
any special configurations while configuring dcache system.
Secondly, we have configured dcache on glite 3.1.0 (SLC 4.6), whereas our
site-BDII is still residing on glite-3.0.2 (SL3.0.9). Could this scenario
crate any harm on the overall configuration?
What else should we look into in this condition?

I see at least two wrong things in
ldapsearch -x -H ldap://pcncp23.ncp.edu.pk:2170 -b
mds-vo-name=resource,o=grid
though probably they won't solve your problem
GlueSAStateAvailableSpace: 0
GlueSAStateUsedSpace: 0
this tells me that you have probalby enable the spacemanager, and if so
it will "trump" your information system.
this is a real bug, and unsuported from the dcache developers point of view
dcachers are taking this stuff
