Looks useful. A few minor comments...
The comment for #2 might be better expressed as
The repository should be tightly integrated into the identity management
solution adopted by the institution.
Comment #3 starts "Item affiliation ...". Should that be "Author
affiliation ..."?
Are (a), (b) and (c) strictly "numeric"? :-) Not being a sea-faring
type I have no idea whether dead in the water is better or worse than
shipwrecked - they sound similar to me. Wouldn't a simple percentage
risk factor be better?
Wouldn't it make more sense to offer this document in a Web-friendly
format (i.e. *not* landscape-mode PDF).
