Theme of the seminar
In constructing health policy, many governments analyze the experiences
of other countries. The importation of policies has been criticized, but
governments attempt this - increasingly - nonetheless. One possible
reason for attempted policy transfer is that analyzing other countries'
experiences may enrich the policy portfolio and contribute to the
deliberative process. On the other hand, analyses of other countries may
have an ideological motivation that can lead to policy failure. In
truth, we need to understand in some depth the experiences of other
countries if we want to use them usefully in our deliberations. In this
seminar, we will discuss 'art' of policy learning.
