Not a joke but rather part of the strategy of consultation,
participation, involvement as a substitute/cloak for further
privatisation and imposition of neoliberal policy.
However that doesn't mean that there aren't some useful resources in the
pack - mostly fairly 'low level' stuff on how to run events.
Domination is not total.
