Many thanks for all your replies on and off list regarding perpetual
access and print stock disposal. I think I have concluded that while we
can make shortcuts by targeting the big publishers and ones where we
have a set of subscriptions rather than the odd one or two, there is no
real answer other than to review every licence. However, I just wanted
to summarise to the list the helpful responses that I have had:
1) There is a wiki live (detailed below) which gives information
from the U.S. 'Electronic Resources in Libraries' group on publisher
perpetual access policies. Thanks Nancy at Wayne State University for
this.
2) Quite a few institutions have created a spreadsheet or access
database to record authorised users and access restrictions
3) Replies from individual publishers stating that they have
perpetual access clauses
4) Perhaps approach your subscription agent to ask for title level
perpetual access information
Thanks also to Ruth Cooper at Imperial for reminding me of the article
in the November issue of 'Serials'.
It would be good to have a national repository of licence information
for libraries that could help us with these issues. Does anyone know of
any work being done in this area at all?

There is an annual conference that takes place in Atlanta, GA that is
called Electronic Resources in Libraries (ER&L). We just had our 3rd
annual and it's getting bigger every year.
The group that I am a part of has created a wiki to address these same
issues. We have somewhat of a list started and we are continually

Subject: Perpetual access query
Hello there,
At University of Birmingham we are trying to review our e-journal
licences in terms of perpetual access provision in order to inform stock
disposal decisions. This is a bit of an uphill struggle as we don't have
an ERM system at present and have no way (without lots of work) of
storing in a database, information on individual clauses.
I realise that there is a danger of this email veering into the
'commercially sensitive' territory so to start I thought I would ask a
more general question and then ask for specific responses off list if I
may.
Does anyone know of a resource that we can utilise that will help us
identify publishers that might have a perpetual access clause in their
licence? We already have information on the NESLI deals so we are
looking at other non-NESLI publishers. Or if anyone knows of publishers
that do currently include such provision, would you mind letting me know
off list?
I am working backwards from the larger publishers or those where we have
lots of print holdings so as we don't spend too much time checking
through our licences.
Also, if anyone else is doing a similar review and would be prepared to
share tips on streamlining the process, that would be gratefully
appreciated.
