Has anyone thought of the implications for staff and students accessing
university or other services from home if they use BT or Virgin Media?

a Phorm server in China will get copies of every web page delivered over
http, whether public or private by using the user's credentials.
For example, if someone cannot get an https connection working to web
mail, and drops back to http, all their e-mails get stored by Phorm.
