Alison,
I recollect (in a former employment) that the Standards Board for
England recommended in one of their Newsletters that Monitoring Officers
should keep individual declarations of interest for a period of 18
months after they cease to be members - in case they became subject to a
complaint requiring investigation by the Standards Board or the
Monitoring Officer.
Hope this helps.

We usually recommend that:
Register of members Interests should be retained permanently.
Individual declarations of interests: Destroy after Member's
relationship with Council ceases

I hope the list can help.
I have already checked out the RMS Retention and Disposal Schedule for
Local Government, but there is nothing specific.
Is anyone aware of any legal requirement to retain these for a period of
time? If not I would be grateful for any opinions on this, on or off
list and I will summarise.
