Public Discussion: Deaf kids: Who decides?
Debating deafness and embryo selection: Are we undermining reproductive confidence in the deaf
community?
The Human Fertilisation and Embryology Bill states that when using assisted reproduction (such as
IVF), embryos that are known to be at risk of developing ‘serious physical or mental disability’
or ‘serious illness’ must not be preferred to ‘normal’ embryos. Is deafness a serious
disability? The explanatory notes to the Bill define deafness in this way. The Bill will prevent
the selection of embryos for deafness. Some say that deliberately selecting embryos with deafness is
immoral. Some argue that this Bill prevents reproductive freedom. Others say that the Bill produces
unintended consequences for people using assisted reproduction, e.g. would a couple using IVF be
denied from using eggs/sperm donated from a deaf close relative?
