However my understanding was that the move of all records in England &
Wales was decided upon, and under way, but was stopped when the DoH
realised that it would cost as much as they had been told by the GPs
that it would cost, rather than as little as they had brierfed the
minister it would cost[1].
Computers came some time later, and permission to not make and keep
paper records even later, although whether permission was ever needed is
another argument.
Some things change, some don't.
[1] I'm embellishing that a bit, they stopped it when it became apparent
that it was expensive.
