I am in the process of deciding on a concentration of BaP to use in a
determination with SPLs relating solely to human health and was
wondering what values have been used by other Local Authorities? It
would be really useful if you could provide the value for BaP used in
any determination and justification.
The value I am currently contemplating is 7mg/kg. Justification
1. 10-4 excess lifetime cancer risk suggested by DEFRA 'DEFRA (2006b)
Assessing risks from land contamination * a proportionate approach
(aka Soil Guideline Values: the way forward)' and the CIEH Professional
Practice Note deciding what is an unacceptable intake produced an upper
limit of unacceptable intake of 11.4mg/kg.
2. This value of 11.4mg/kg does not consider additive or synergistic
effects.
3. Also considering the ALARP principle (CLR 9)
4. and the Environment Agency survey of typical BaP conc in typical
urban soils
I considered that a value of 7mg/kg was appropriate given that an
average conc of approximately 6 was identified on land surrounding the
area of the former industrial site where there was also a lack of
evidence of the industrial activity in the borehole/ trial pit logs and
this conc may be attributed to general background concs (EA survey
typical urban soils in England could have BaP concentrations of up to
6.4mg/kg (mean plus standard deviation). They also suggest that it may
not be unusual for urban soils in England to have concentrations of up
to 11 mg/kg (mean plus 2 x standard deviation - 95% confidence
interval).
So any values used by other LA's for BaP in a determination and any
justification would be most appreciated.
Many thanks
