I generally do not advocate free public transit, because it is
costly, leads to crowding (and therefore a reduction in service
quality) and tends to reduce the status of public transit. I would
rather use the money to improve transit service and offer targeted
discounts to help poor people. For example, if fare revenues
currently raise $10 million annually in a city, rather than spending
$10 million in additional subsidy to make it free I would rather
spend $1 million on targeted subsidies for poor people and $9 million
in additional subsidy to increase service, purchase nicer vehicles
and build nicer stations.
